Figures from a Freedom of Information request showed 2,316 penalty charge notices (PCNs) were issued at Castle Car Park, with each costing up to £70.
Sam Sheehan, motoring editor at Cinch which analysed the data, said the figures should remind drivers to check signs when they park, especially in areas they are not familiar with.
York Council’s highways lead Michael Howard said income from parking fines was re-invested into local transport including maintaining roads and subsidising bus services.
The Castle Car Park fines made up 9.8 per cent of the 23,746 issued across York in the 12 months up to September, up by four from 23,742 the year before.
Around 65 fines were issued every day on average.
Fines cost between £50 and £70 depending on the offence but the cost is halved if people pay within two weeks of tickets being issued.
